The sections approach is comprehensive involving research on city, county, special district, state and national public administration as well as research on public-private partnerships and third party government. SPAR provides members with a clearinghouse for research grants and funding sources. Members receive the American Review of Public Administration (ARPA) and the SPAR Newsletter.

The Teaching Public Administration group, in cooperation with the L.Douglas
Wilder School of Government and Public Affairs at Virginia Commonwealth
University, invites proposals for papers for its 2008 Conference, to be held
May 31-June 1 following the Public Administration Theory Network conference
May 29-30. A joint reception will be held on May 30, 2008. The conference is
being co-sponsored by the American Society for Public Administration’s
Section on Public Administration Education.
This year’s conference theme is meant to “get back to basics” in a sense—to
explore the various elements of teaching, mentorship, public service/service
learning, and pedagogical research that contribute to the manner in which we
reproduce the field of public administration in terms of both practice and
scholarship. Individual and group presentations that focus on one of these
elements are strongly encouraged so that a clear theme for sessions is
evident. Conference papers may be submitted for consideration in a
peer-reviewed symposium in the Journal of Public Affairs Education (JPAE).
We equally welcome papers, panels, and collaborative activities of
importance to public administration educators. Diverse approaches might
include (but are not limited to) traditional panel presentations, poster
presentations, roundtables, debates, or demonstrations. Please keep group
presentations to no more than three participants to afford sufficient
opportunities for dialogue and exchange with attendees.
We also invite volunteers to facilitate sessions as a
host/facilitator/moderator as appropriate.

Please include:
• The title and type of the proposal (individual or group; panel, poster,
roundtable, debate, or demonstration) • Name(s), affiliation(s), and email
information for authors/presenters • A single page summary of the proposal
and its contribution to the listed conference elements (teaching,
mentorship, service, pedagogical research)

Virginia Commonwealth University is located in Richmond, a mid-sized
historic city with a flourishing cultural community, boasting excellent
restaurants and boutiques, sports and entertainment attractions, and one of
the nation’s largest river park systems. Within driving distance from
Richmond are historic Williamsburg and Jamestown; Charlottesville and Thomas
Jefferson’s Monticello home; and many Atlantic Ocean beaches.

SPAR Best Book Award: Nominations Sought

The American Society for
Public Administration's Section on Public Administration Research (SPAR) is
seeking nominations for its fourth annual book award for public
administration scholarship. Books with copyright dates in either 2006 or
2007 are eligible. The book's orientation may be quantitative, empirical,
interpretive, ethnographic, historical, archival, normative or theoretical.
Textbooks and edited volumes are not eligible. A maximum of two book
nominees will be considered from any single publisher.
Evaluative criteria include outstanding accomplishment of the research
objectives, high-quality writing, and potential to constitute a lasting
contribution to the public administration literature. The winner of the
award will receive a plaque, a small honorarium, and notice published in the
American Review of Public Administration. The award will be presented at the
SPAR section meeting in Dallas at the 2008 ASPA conference.
Nominations, including a short justification relative to the above criteria,

Deadline for receipt of copies of nominated books is January 15, 2008, but
earlier submissions are encouraged.
SPAR Award for Best Book on Public Administration Scholarship
15 August 2007SPAR has given its
fourth annual award for best book of public administration scholarship to
Blacked Out: Government Secrecy in
the Information Age (Cambridge University Press, 2006)
authored by Alasdair Roberts of Syracuse University.
The Evaluation Committee reviewed nominations from publishers such as CQ Press, the Brookings Institution Press, Ashgate Publishing, and several university presses. Evaluative criteria included outstanding accomplishment of the research objectives, high-quality writing, and potential to constitute a lasting contribution to the public administration literature.
Call for Papers: Founders' Forum
SPAR members,
As co-chair of the 2008 ASPA Conference Founders' Forum, I am writing to
encourage you to submit a panel or paper proposal for the Founders' Forum.
If you go to the ASPA Website (aspanet.org), you will see that the Founders'
Forum is listed as the 14th track of the conference. Unlike the other
tracks, there is no bulleted delineation of the content expected of panel
sessions that are part of the forum, but I think of it as a part of the
conference that features research that is:
academically oriented
theoretically robust
methodically vibrant, and/or
historically grounded.
There is no specific substantive or topic orientation that is required for
panels to be part of the Founders' Forum.
