Summary of ASPA's 3rd Chapter/Section Leaders Discussion Forum Thursday, December 4, 2003

More than twenty individuals gathered on November 13 in Washington, D.C. to attend ASPA's 3rd Chapter/Section Leaders Discussion Forum. To begin the day, representatives from ASPA's Massachusetts Chapter, Section on Personnel Administration and Labor Relations (SPALR) and Section for Women in Public Administration (SWPA) were invited to showcase recent successful programs. During a working lunch, attendees were given the task of finding solutions to ASPA's thorniest challenges.

Attendees identified the theory-practice relationship and membership retention as two major challenges facing the Society. To develop a theory-practice "praxis," attendees suggested that ASPA (and its chapters and sections):
* enter into a dialogue with the National Association of Schools of Public Affairs and Administration (NASPAA) about potential collaborations;
* promote connections between practitioners and researchers;
* utilize chapters as "laboratories" for research opportunities; and
* encourage government agencies to create positions for "scholars in residence."

In terms of membership retention, attendees identified some basic gaps:
* the need for a comprehensive succession planning strategy;
* mentorship programs at the local, national and discipline-wide levels; and
* personally inviting public administration luminaries to become members.

In the ensuing discussion, two philosophical questions arose:
* "How should one measure ASPA's success?"
* "How can one measure ASPA's quality of services?"

The first question generated a lively conversation. Traditionally, ASPA's leadership has measured the Society's success primarily on its membership level and financial statements. This has led some to conclude that ASPA has declined in value since its membership has dropped from an all-time high of 18,000 to its current 9,500 level. Attendees debated whether membership is an accurate gauge of success and wondered whether ASPA could provide a higher quality of services if it had fewer members.

A few attendees noted that a healthy tension has existed and will continue to exist between the various constituencies of the public administration community. How ASPA will embrace that healthy tension is yet to be determined.

Following a planning session for the Society's 2005 National Conference, the forum concluded with a question and answer period featuring ASPA's officers, in which they answered questions related to the Society's future priorities. In response to the question, "What is ASPA here for?" ASPA president Walter Broadnax listed three general concepts: learning, renewal and celebration.

A national action team charged with reviewing chapter/section/national relations will consider various strategies for implementing the ideas raised during the forum. To join the action team, please contact Claire Mostel at (305) 222-2133 or ctel@miamidade.gov.

Call for Proposals Monday, October 27, 2003

Proposals for papers or panels are solicited for the annual Teaching Public Administration Conference, to be held February 12-14, 2004, at the University of Wisconsin-Madison. Proposals may address any issue curriculum, methodology, program development, pedagogy, student development, faculty instructional improvement, etc. A special emphasis of the conference will be outreach in public administration education. Alternative presentation approaches are encouraged.
Proposals should contain the following information: author's name, address, email and phone; title of presentation or panel; presentation approach; and an abstract no longer than 200 words. Submit by email or Word attachment. Deadline for submission: October 31, 2004. To submit a proposal, or for questions or more information, contact Susan Paddock. Greetings - SECoPA is getting close! It's not to late to register for this great conference in beautiful Savannah, Georgia, October 12th-14th. Last fall, ASPA established a Development Subcommittee as part of its national Finance Committee. The subcommittee has taken several proactive steps to identify new revenue sources for the Society.

Subcommittee and National Council member Michael Gershowitz is spearheading an effort to build ASPA's capacity to compete for government and foundation grants. This summer, he convened several focus groups with various ASPA stakeholders and has summarized his findings. Thanks to those of you who participated in one of these groups.

The conference theme is "Economic Transformation in the 21st Century: Race, Globalization and the Role of the Public Sector." SPAR Establishes Book Award
The Section on Public Administration Research (SPAR) is pleased to announce that nominations are now being accepted for its first book award for public administration scholarship. Books with copyright dates from 2000 through 2003 are eligible. The book's orientation may be quantitative, empirical, interpretive, ethnographic, historical, archival, normative, or theoretical. Evaluative criteria include outstanding accomplishment of the research objectives, a well written account, and potential to constitute a lasting contribution to the public administration literature. Textbooks and edited volumes are not eligible. The winner of the award will receive a plaque, a small honorarium, and notice published in the American Review of Public Administration. The award will be presented at the SPAR section meeting during the 2004 ASPA National Conference. Nominations should include a short justification (e.g. why the nominator thinks the book is deserving). Nominations should be sent to Meredith Newman via e-mail attachment at Newman.Meredith@uis.edu. The deadline for receipt of nominations is January 15, 2004.

I just want to take this opportunity to remind you of the upcoming conference of the International Association of Schools and Institutes of Administration, which will take place from September 15 - 18, 2003 at the historic Eden Roc Hotel on Miami Beach, Florida. The theme of the conference is Public Administration: Challenges of Inequality and Exclusion. It is anticipated that individuals from 60 countries around the world will participate in the conference. Consequently, it provides a wonderful opportunity to interact with distinguished professional colleagues from throughout the world.

Among those individuals who have accepted invitations to speak at the conference are Dr. Miguel Angel Rodriguez, the immediate past President of Costa Rica, and very likely the next Secretary General of the Organization of American States. Also speaking at the conference will be Guido Bertucci, the Director of the Division of Public Administration and Development Management of the United Nations, Dr. Bernardo Kliksberg who leads the Inter-American Development Bank's special initiative on social capital, ethics and development, and Dr. Walter Broadnax, formerly Deputy Secretary of the U.S. Department of Health and Human Services, and currently President of Clark Atlanta University and the American Society for Public Administration.

Also taking place at the conference will be two very special meetings. The first focuses upon the joint United Nations/IASIA dual initiative on strengthening public administration education and training and enhancing the capacity of top level government leadership in transitional countries. The second of these meetings will bring together key figures concerned with public administration education and training in Asia. It will be led by the Director of Governance and Public Management activities at the Asian Development Bank, Dr. Jak Jabes. This meeting will focus upon developing a network of schools and institutes of administration throughout Asia. There will also be a meeting of the working group of the IASIA task force on standards of excellence in public administration education and training.

HUD Fellow Opportunity Monday, July 21, 2003

The Master of Public Administration Program at East Carolina University has a grant from HUD to include slots for African Americans. They are looking for at least five students. They can be recent graduates (traditional) or individuals who have been out of school for a while (non-traditional), but they need to start this fall. This is a two-year program and all funding is provided.

There is a $9,000 stipend for the students and all tuition and fees are paid. If selected they will be called HUD Fellows. Their classes will be at night because they will work as interns in a Greenville agency during the day.

He has been responisible for keeping us financially stable through the course of better than two decades. ASPA Call for Proposals Friday, April 11, 2003

ASPA has issued a call for proposals for next year's national conference to be held from March 27-30, 2004 in Portland, Oregon. The conference theme is Transforming Governance in a World Without Boundaries. A brief summary of the theme, submission process, and related information follows. The public sector faces unprecedented challenges in addressing emerging worldwide risks and opportunities at a time of widespread public restiveness and anxiety. Global shifts in the economy, social structure, communications, technology, demographics, and perception of ethics and equity are testing public institutions, processes and managers. The response of public managers is critical to both our day to day personal security as well as the longer-term socioeconomic well being of future generations.

ASPA is taking an innovative approach to developing panels for ASPA's 2004 National Conference. Track chairs representing ASPA's sections have been charged with developing nearly two-thirds of the panels for the conference in order to cover important/emerging issues of relevance to theory and practice.

There are two ways to have your participation considered:

* Track chairs will pre-screen ideas on program panels, papers, presentations and works-in-progress until April 30, 2003. Contact them by e-mail or phone to have your submission pre-screened for inclusion on a panel, or roundtable. Track chairs' contact information is available below.

* All other submissions should be sent to ASPA. Submissions to ASPA will be distributed to track chairs after the June 16, 2003 deadline. They will be reviewed in the usual manner and selected for open slots on panels.

Please Note: Works-in-progress are invited and encouraged. Use the ASPA conference as a place to received expert feedback and encouragement. Submit an abstract or preliminary outline and contact information to track chairs by April 30, 2003, or to ASPA by June 16, 2003.

ASPA is looking for a diverse group of academics and practitioners to serve on panels addressing these themes. Diversity refers to ethnicity, career age, student status, geography, practitioner and academic status. Participation on panels and attendance is encouraged from a broad range of public administration practitioners, scholars, researchers and observers from all levels of government, private and nonprofit sectors, other nations throughout the world, and academic and research institutions.

SPALR Homeland Security Conference Web site and Reminder Friday, January 31, 2003

We are putting the finishing touches on a web site for the SPALR conference on homeland security to take place at the Brookings Institution immediately preceding the ASPA conference in March. The web site will go live Monday and will be available through the link above or directly at http://www.spalr.org/brookings. Mark your calendars now for March 14, 2003. SPALR, in conjunction with the federal section of IPMA, is planning a one day conference on the human resource management implications of the new Homeland Security Department. The conference will be held at the Bookings Institute in Washington, D.C. on the Friday immediately prior to the national ASPA conference. The conference is still in the planning stages but is tentatively scheduled to start at 12:45 with a keynote address and continue with several panels, concluding at around 5:30. A reception and possibly a dine-around will follow.

There will be no conference registration fee for SPALR members of IPMA Federal Section members. ASPA members may register for $25 (this includes a one year membership in the section as well as a subscription to ROPPA). Individual non-affiliated registration fees are $35. Further registration details will follow in the next several weeks.

Ron Weber, Chair of ASPA's Policy Section, announces a vacancy in the position of Editor, Policy Studies Journal. An explanation of the position follows:

We are seeking a new editor for a revitalized Policy Studies Journal that will be co-produced by the PSO and the Public Policy Section of the APSA and will be the official journal of both organizations.

The new editor must be a senior scholar with an established reputation in policy studies. In addition, the editor must be interested in working aggressively to increase the quantity and the quality of articles published in the PSJ, working with Blackwell, the Journal's publisher, in moving the PSJ into the new world of electronic scholarly publication, and assisting Blackwell in expanding the readership of the Journal.

The editor will have the opportunity to work closely with the leadership and the members of both the PSO and the Policy Section to help formulate the direction of policy research.

While we will consider applications from scholars from any discipline, we have a strong preference for a political scientist.

The deadline for application is 1 March 2003.

The Department seeks candidates who are broadly educated in Public Administration and could teach undergraduate political science courses as well as MPA courses. Dear Section Chairs and Chapter Presidents:

Last month, a group of chapter and section leaders gathered in Washington, DC to discuss best practices and common concerns and to address the general state of chapter/section/national relations within ASPA. They braved 5 inches of snow to attend the meeting, so the summary, which is attached for your review, was dubbed the "Snowball Manifesto." I encourage you to share this document with your officers and board members.

ASPA will hold a second Chapter/Section Leaders Discussion Forum during its 2003 National Conference in Washington, DC on Monday, March 17, from 10:30 a.m. to 12:00 p.m. I hereby welcome you and all of your board members to attend this event.

The comments made in December will frame the March discussion.

I should mention that ASPA has established a national action team to analyze and strengthen chapter/section/national relations. I have shared and will continue to share your comments, suggestions, etc., with that team.

You may note below my new job title which acknowledges my work with and support of chapters and sections. Let's work together to accomplish great things in 2003!
