2016 Conference Registration & Hotel Reservation Reminders

The “early bird” registration period for the 2016 Southeastern Conference on Public Administration (SECoPA) ends on September 15th. Please note that panel sessions will be held Friday, Saturday, and Sunday, October 14-16 (as opposed to the conference’s traditional Thurs-Sat format).

The conference’s theme is “Reexamining Key Relationships in American Governance.” Conference program chairs Jim Brunet and Jim Svara have assembled an excellent program featuring over 40 organized panels, practical workshops, and a special Friday afternoon plenary, “The Challenge of Incorporating LGBT Rights in Public Administration and Policy,” moderated by ASPA President Susan T. Gooden. The preliminary schedule is available on the conference website.< The conference headquarters hotel is the Sheraton Raleigh Hotel. The hotel's conference rate ($137) is available through September 14th and rooms are filling quickly. SECoPA Board Releases Position on North Carolina HB2

Dear ASPA Members in District III:

I wanted you to be aware that the Board of the Southeastern Conference on Public Administration (SECoPA) has sent the attached letters to North Carolina Governor and General Assembly calling for a repeal of HB2 (Public Facilities Privacy and Security Act).

SECoPA 2015 Overflow Hotel Information

Due to limited space at the Embassy Suites, the Hilton Garden Inn will serve as the overflow hotel for SECoPA 2015. The Hilton Garden Inn is located within walking distance of SECoPA 2015 at 5265 International Boulevard, North Charleston, SC. The conference rate for single or double suites is $139.00 + 13.5% tax per night. You make book your room online. If you wish to upgrade to a suite, require an accessible room, or want to extend your stay, please contact the Hilton Sales Department by calling 843-308-9330 and selecting option 3. The discounted SECoPA 2015 rate is only available if you book on or before September 11.

SECoPA 2015 Tentative Schedule Released

We are pleased to release the SECoPA 2015 Tentative Conference Schedule. This schedule is subject to change but if we need to make changes we will notify you in advance if a possible change would impact your presentation day or time. We anticipate that most if not all changes from now on will be to fix any errors and to provide more details about conference receptions and other events. If you submitted a paper or panel proposal and did not receive a response, please let us know as soon as possible. Every effort was made to accommodate schedule requests. If you have a problem or concern please contact SECoPA 2015 Chair, Jo Ann Ewalt.

SECoPA 2015 Friday Night Reception: Charleston Harbor Cruise

Join us Friday, October 2nd 7:00 pm – 9:30 pm for a special evening reception aboard the Carolina Queen at The Charleston Marina! Guests will enjoy a sunset harbor cruise aboard Charleston’s very own Mississippi-style River Boat, complete with working paddlewheel & smokestacks. Live music, refreshments, & Fiery Ron’s Home Team BBQ will help make this a night to remember!

This will be a ticketed event. Registration fees include the cost of one ticket. In order to attend, Conference Registrants must indicate so on their registration form. Event attendees will be issued their tickets at registration check-in.

Shuttle transportation will be provided, but is limited. Shuttle boarding will begin at 6:00 pm at the conference hotel, Embassy Suites. The return shuttle will begin boarding at The Charleston Marina at 9:30 PM. Driving directions & parking information for The Charleston Marina will be made available for those who wish to drive separately or arrange their own transportation.

Mourning Loss of Public Administrators in Charleston Massacre

The thoughts and prayers of all SECoPA members are with those whose loved ones were murdered at Mother Emanuel AME Church on Wednesday evening, June 17th. We are saddened by the loss of these amazing individuals, all of whom were dedicated to their community. Three of those lost were fellow public officials and administrators:

Clementa PinckneyReverend and State Senator Clementa Pinckney represented the 45th District (Allendale, Beaufort, Charleston, Colleton, Hampton & Jasper Counties) for the past 14 years following 4 years in the State House. After earning a bachelors degree from Allen University, he attended the University of South Carolina and earned a Masters of Public Administration. Considered by his colleagues a “moral center” within the legislature, Clementa served on the Senate Banking and Insurance, Corrections and Penology, Education, Finance and Medical Affairs Committees.


Cynthia Hurd


Cynthia Hurd was Manager of the St. Andrews Regional Library, part of the Charleston County Public Library System. Ms. Hurd served with CCPL for 31 years. Before managing the St. Andrews Regional Library, she served as Manager of the John L. Dart Branch from 1990 to 2011. CCPL’s website featured a tribute to Cynthia with the following statement:


“Cynthia was a tireless servant of the community who spent her life helping residents, making sure they had every opportunity for an education and personal growth.”


Hurd also served on the Board of the Charleston Housing Authority since 1995, and as President of Septima P. Clark Corporation, a housing assistance nonprofit, since 2009.


Depayne Middleton-Doctor


Reverend Depayne Middleton-Doctor worked for many years with Charleston County Government as an administrator with their Community Development Block Grant (CDBG) Program. She left the County as CDBG Program Director in 2005. Along with serving as a minister with multiple churches in the Charleston area, Depayne started working last year as an enrollment counselor with the Charleston campus of Southern Wesleyan University.


As quoted in an article by the Charleston Post-Dispatch, Southern Wesleyan President Todd Voss described Depayne as a “warm and energetic leader, who believed in the school’s mission to help students achieve their potential by connecting faith with learning.”

The examples these individuals set on behalf of their community, as volunteers, leaders and public administrators, epitomize the best we can strive to uphold and achieve. They, along with their fellow victims, will be greatly missed by their families, friends and fellow congregation members, as well as by the people of the Charleston area.
