Prior to his position as Deputy City Manager with the City of Sacramento, Richard J. Ramirez was the City Manager of Hemet, California, a city with a population of 65,000. He also served the California City's of Paso Robles and Lincoln as their City Manager.

During his 24 year career in local government, Richard has been active both personally and professionally with memberships on various boards and clubs including Sacramento League City Managers, Central Coast League City Managers, and Paso Robles AYSO Board and is a current member of the Sacramento Boy's and Girls Club.

Richard graduated form California State University, Humboldt with a B.A. in Political Science. He earned his Masters of Public Administration from University of Southern California. Richard is also Credential City Manager by the International City Manager's Association.
