Richard Callahan

Dr. Richard Callahan is Director and Assistant Dean of the Sacramento Center for USC's School of Policy, Planning, and Development. He also directs leadership development programs designed and presented by USC for state government executives, nonprofit-community health directors, county mental health directors, and finance officers. He is past-president of the American Society of Public Administration (ASPA) Sacramento Chapter Board. He has made presentations on leadership and organizations to California state government executives, directors of health nonprofits, visiting public managers from Indonesia and Taiwan, the national ASPA conference, the national PA Theory Network conference, the state Planning Association annual conference, County Treasurers and Tax Collectors, and the Association of Government Accountants. He has managed governmental and non-profit organizations in Los Angeles, Northern California and New Jersey. He has been published in the Public Administration Review and The Journal of Public Administration Research and Theory. He has appointments to the editorial boards for Public Administration Review and the Journal of Business Disciplines. He has a BA from Georgetown University, master and doctorate degrees from USC, and his current research is on public agency design, politics, and cooperation in political environments.
