Section
1: Eligibility
Any
member of the Chapter is eligible for nomination as a Chapter Officer
or Director.
Section
2: Term of Office
A.
The President-Elect shall become the President and serve a one-year
term.
B. Officers: The Vice-President (President-Elect), Secretary, and Treasurer
shall be elected annually by a secret mail ballot of the Chapter membership
for a one-year term.
C. Directors of
the Board: Six of the Directors shall be elected each year for a two-year
term.
D. Officers and
Directors of the Board may serve no more than two consecutive full terms
in that office, except that after one term the Vice-President (President
Elect) shall automatically succeed to the presidency as provided in
the By-laws.
Section 3: Nomination
and Election Procedures
A. There shall be a Nominating Committee which shall propose, to the
Board of Directors, nominees for each position.
B. Additional nominations may be placed on the ballot by petition of
three percent (3%) of the membership, by a process prescribed by the
Board.
C. Elections shall
be by secret mail ballot, supervised by a Board of Elections.
D. Timely notice
shall be given to the membership of the full electoral process, so that
each member has the opportunity to propose nominees and to vote in each
annual Chapter election. The membership shall receive at least thirty
(30) days notice of the nomination schedule before the Nominating Committee
reports to the Board.
E. The Board of
Directors shall establish procedures For the guidance of the Nominating
Committee and Election Board.
F. The Board of
Directors shall provide adequate funds each year to conduct the election
process.
G. Chapter officers,
Nominating Committee members, and Election Board members may not publicly
endorse any nominee for Chapter elective office between the closing
date for official nominations and the deadline for ballot returns.
Section 4: Representation
and Affirmative Action
It is the goal of the Chapter to achieve membership and representation
or student, new professional, women, racial, and ethnic minority public
administrators (without discrimination as to age). Representation on
the Chapter Board of Directors, Committees, and affiliate groups should
reflect the diversity of public administration professionals in the
jurisdictional of the Chapter.
Section 5: Notification
of Results
The membership shall be notified in writing of the results of the annual
election by the end of the program year. Newly elected Officers and
Directors shall resume office on the first day of the new program year.
Section 6: Recommendations to National Nominating Committee
The Board of Directors may recommend to the National ASPA Nominating
Committee persons worthy of recommendation by the Board on behalf of
the Chapter as National ASPA candidates for President-Elect and for
Council members of the National society.
