Myra Shiplett is the President of Randolph Morgan Consulting. Previously, she was the Director of NAPA’s Center for Human Resources Management. She spent more than 30 years as a federal executive. Her federal positions included a variety of line manager and human resource executive positions with the Federal Trade Commission, OPM, the Department of State, the Federal Housing Finance Board, and the Administrative Office of the U.S. Courts. She is a nationally recognized expert in the reform of civil service systems both in the U.S. and abroad.
