Dr. Oman currently teaches public administration and management and geography at the University of the District of Columbia and is a consultant for Kelly, Anderson & Associates.  Previously, he worked at NIST, Agriculture, the Corps of Engineers, and at the Smithsonian where he served as Chief of Planning, Office of Planning, Management and Budget.  Oman’s analytical studies led to articles in professional journals and to a book on Management Analysis. He has been a member of ASPA since the 1970s.
