Warren Master is editor-in-chief of The Public Manager. Mr. Master served in a variety of senior executive positions in the federal government before retiring from the career civil service after 30 years in 1997, including high-level positions at HHS and GSA. Since retirement, Mr. Master consulted both domestically and overseas at all levels of government, including leading an interagency study group for the National Academy of Public Administration on GPRA.
