Dr. Federico Garcia is currently a Vice President at ICF International. Previously, he was a Research Team Leader at The CNA Corporation. He has more than 12 years of experience in the area of human capital and organizational consulting. His seminal competency assessment for the U.S. Navy was the foundation for a new transformational Navy human capital strategy. Dr. Garcia’s work has been quoted in a variety of national newspapers and in congressional testimony. He holds a Ph.D. in economics.
