Looking back, the group’s overwhelming response was extremely positive – both professionally and personally. How refreshing to have frank and candid presentations by experts in their field and moderated discussions of, at times, delicate and controversial issues with such a mixed set of players – senior elected and appointed officials, public servants, civil society advocates, students, scholars, etc. In sum, no matter what the “foreign delegation’s” initial impressions were of the state of Romania’s public administration, this event left us with a keener appreciation of efforts well underway for administrative reform at all levels of government. We are impressed with our Romanian colleagues’ breadth of knowledge and experience in modern professional public management and their commitment to greater transparency and citizen engagement – including evolving a more robust civil society throughout Romania.
