Donald C. Menzel is the President of the American Society for Public Administration and emeritus professor of Public Administration, Northern Illinois University. He holds a Ph.D. (political science–1973) from the Pennsylvania State University, a Master's degree (political science--1968) from Miami University (Ohio), and a Bachelor's degree (mathematics--1961) from Southern Illinois University. He served in the U.S. Air Force 1962-67 and currently resides in Tampa, Florida.
He has published widely in the field of public administration with particular interest in local government management and ethics and has lectured on these subjects in China, Thailand, France, Germany, Portugal, and Italy and presented numerous professional papers at conferences in the United States and abroad. He is currently writing a book on ethical governance, conducting research on public administration and governance in China, and coordinating public management training for Chinese government officials.
