ASPA Accepts Proposals for 2007
National Conference
ASPA's 2007 National Conference, which will
take place March 23-27 in Washington D.C., will feature the theme
"Monumental Possibilities: Capitalizing on Collaboration." ASPA
invites proposals that address cutting-edge issues facing public
administration, with a focus on collaboration across sectoral and
governmental lines. Proposals will be accepted, in electronic
form only, until June 19, 2006.

On Monday, June 19,
ASPA will launch its new semimonthly e-newsletter, The Bridge, which replaces ASPAnet This Week. Although
it has a new name, new design, and added features it will continue to
keep you connected to what is happening in ASPA and in the public
service field. As a current subscriber to ASPAnet This Week, you will
automatically receive The Bridge.
[Editor's note: Now that my run as ASPAnet This Week editor
has come to an end, I plan to focus more attention on my blog,
have fun with my Facebook page
and assist ASPA president Wendy Haynes
on a variety of projects. I am also exploring the possibility of
launching a public affairs e-newsletter at Park University.
Perhaps ATW's greatest accomplishment was in providing a vital
communications resource in the aftermath of the September 11, 2001
terrorist attacks. You can still find online the September

41 Other Groups Urge U.S. to Help Avoid UN Budget Crisis
Seeking resolution of the current political
crisis at the United Nations that threatens to freeze some of the world
body's operations, a group of 42 nongovernmental organizations,
including ASPA, wrote U.S. Secretary of State Condoleezza Rice urging the U.S.
government to articulate its priorities for UN reform and embrace
diplomacy to solve any conflicts. (information

Co-Sponsor 3rd Sino-US International Conference for Public
Administration
Representatives from ASPA and the Chinese
Public Administration Society (CPAS) gathered in Beijing last week to
participate in the 3rd Sino-US International Conference for Public
Administration, whose theme was "Building Public Service-Oriented
Government." Proceedings from the 2nd Sino-US
International Conference for Public Administration, held in 2004, are

New
York Metropolitan Chapter Will Honor Awardees on Wednesday
On Wednesday, ASPA's New York Metropolitan
Chapter will hold its annual public service awards banquet at Sal
Anthony’s Restaurant, SPQR in New York City. One of the award
recipients, Jeanne-Marie Col,
associate professor at John Jay College of Criminal Justice, is a
long-time ASPA member. The chapter will also present a posthumous
award to the widow of former chapter president and ASPA National
Council member Raymond Joseph,
who passed away on March 14.

Accenture
Establishes Public Service Institute
Management consulting and technology
services provider Accenture has formally unveiled its Institute for
Public Service Value. The facility, initially with centers in
London and Washington, D.C. , plans to bring together academics,
officials and government service providers for discussions and
conferences on improving government, policy and services.
According to an announcement, the institute will undertake discussions
and research aimed at improving public policy worldwide. It also plans
to hold a small number of conferences each year. The institute
“represents a commitment to determining how governments and other
public service organizations can provide greater benefits for their
constituents by focusing management on creation of public value,” said Greg Parston, director of the
Accenture Institute for Public Service Value, in the statement. The
institute was formally launched last week at its Unlocking Public Value
forum, which featured remarks by professor Mark Moore of Harvard University 's
John F. Kennedy School of Government, and Philip Cullum, deputy chief

Survey of State and Local
Government IT Officials Finds Avian Flu Preparation Underfunded
Citrix Systems, Inc. announced the findings
of its survey of state and local government Information Technology (IT)
officials on preparedness for an avian flu pandemic. The survey reveals
that just 40 percent of officials said they had disaster recovery and
business continuity plans in place to address a potential avian flu
pandemic, while 24 percent were unsure if their agencies had such
plans. Sixty-five percent of respondents said budget constraints
represented the biggest hurdle to implementing effective agency
continuity of operations. Technology infrastructure, management focus,
and remote access to data and applications also represented significant

communications between the City of Reno, Nev., citizens, businesses and
the general public. This service allows citizens to sign up for

Bridges Across Divides - Interview with Kumi Naidoo of CIVICUS
There are always problems trying to
reconcile the various elements of a coalition, but civil society
organizations are not going to have the impact they want by acting
independently, insists CIVICUS Secretary General Kumi Naidoo. For him, the
organization's behind-the-scenes work as facilitator and bridge-builder
is just as important as its more public achievements like the Civil
Society Index. On the eve of the CIVICUS World Assembly in Glasgow in
June, Alliance talked to Kumi
Naidoo about where he feels the heart of the organization's work lies,
what he thinks the next five years will hold for it, and the
difficulties of trying to give coherent expression to a vast number of

Kentucky State University
Launches Course on the UN
Kentucky State University announces a unique
course on "The United Nations: Public Administration in the
International Arena." This course, which may be the only one of its
type offered at any Kentucky university or college, focuses upon the
history, organization, administration and programs of the United
Nations (UN) and its agencies. It will highlight the major issues
confronting the international organization and its strengths and
weaknesses in resolving these international/local problems. The
UN is the "town hall of the world" where the 191 member states and the
UN's 50,000 employees, who are international public administrators,
deal with virtually every major international problem, such as battling
health and environmental degradation, promoting economic development
and international trade, and moving ships, aircraft, mail and weather
information around the globe. Students who take the course will
develop a knowledge of the major UN agencies, the programs and
principal issues that they are confronting and determine how the
international public administrators at the UN are counterparts of
public administrators at the local, state and federal levels in the
Kentucky and around the United States. For further information,

ABFM SEEKS
NOMINATIONS FOR STUDENT PAPER AWARD
ASPA's
Association for Budgeting and Financial Management (ABFM) is seeking
nominations for the Curro Student Paper Award. Graduate Students
who have written outstanding papers in the field as part of a course,
independent study, or other faculty supervised projects are
eligible. The paper must be nominated by a faculty supervisor and
must have been written between June 2005 and May 2006. The paper
may not have been previously presented at a professional
conference. Papers written by more than one student are not
eligible.
The papers can represent a variety of formats and topics within the
broader interests of ABFM. In the past, papers have included
traditional research efforts, critical literature comparisons, or
analyses of financial documents. The topics have ranged across
the discipline to include papers on federal budgeting, local government
financing, state revenue sources, capital planning, trends in debt
issuance, financial and accounting practices, and financing of specific
policy functions.
Papers will be judged by both academic and practitioner members of ABFM
and will be evaluated according to general criteria: contribution
to the field, the appropriateness of the methodology, the quality of
the research analysis, clarity of writing, logic of presentation, and
originality and creativity.
Faculty members responsible for nominating students should send a
letter of nomination that includes the student's name, the degree the
student is pursuing, the school name, when the paper was written, and
the thesis or purpose of the paper. If the paper was written for
a class, please include the name of the course and when the course was
offered. If the paper was part of the student's extracurricular
duties, please describe these duties. A financial award and
commemorative plaque will be presented to the winner. Authors of other
top papers not selected will be encouraged to present their papers in
appropriate ABFM panels. Conference registration will also be
waived for the winner.
Nomination letters and copies of student papers should be sent as
e-mail (.doc file) attachments by July 15 to Dr. Jane Beckett-Camarata
