The 2008 International Conference on Public Administration (4th), co-sponsored by University of Electronic Science and Technology of China, American Society for Public Administration, Humphrey Institute of Public Affairs of The University of Minnesota, Chinese Public Administration Society, School of Public Administration of Moscow State University, and Chinese Public Administration Journal will be held The University of Minnesota, Sept 24-26, 2008.

This conference will bring together over 100 academic experts, experienced public administrators, and private sector leaders committed to building bridges in the field of public administration, including distinguished Prof. Donald C. Menzel (Northern Illinois University & President of Ethics Management International, USA), Prof. Harvey White (President of American Society for Public Administration 2007-2008, USA), Ms. Antoinette A. Samuel (Executive Director of American Society for Public Administration, USA), Prof. Alexey V. The theme of 2008 International Conference on Public Administration (ICPA 4th), Building Bridges to the Future: Leadership and Collaboration in Public Administration, focuses on creating stable bridges to the future to ensure that issues and challenges are turned into opportunities, not obstacles. Focus areas include ethics, governance, organization, public-private partnerships, networking, education, and leadership. China, the United States of America, the United Kingdom, Canada, Russia, Thailand, Romania, Italy, Africa, Malaysia, Kenya, United Arab Emirates, Finland, Norway, Greece, India, Iran, Sri Lanka, Bangladesh, Portugal, Serbia, Japan, South Korea, Hong Kong, and China Taiwan After peer reviews by 2008 ICPA Academic Committee, the papers collected in Proceedings of 2008 International Conference on Public Administration are Three Hundred and Seventeen with two working papers, which offer a wide array of new knowledge and information on subjects that public administrators and scholars should find of some valuable and practical uses.

The papers collected in the proceedings of the 2008 International Conference on Public Administration are not a fine tuned blue-print for building bridges to the future but they do provide a foundation to build upon.
